What this tier means
You're at the top of the model. 30+ tests per quarter. Every hypothesis is operator-set against expected revenue impact. AI is the execution layer (variant generation, orchestration, automation); the operator is the decision layer (priority, winner-call at 99%, failure-mode interpretation). Tests compound across the programme. Failure data informs future hypotheses on the same surface.
